Mission Statement

Legal Services in the US Army Corps of Engineers involves an integrated network of Attorneys and Legal Assistants at all Command Offices within the Organization. We are counselors and advisors to the decision-makers playing an important role in the planning and execution of the Corps' Civil Works Program. By providing guidance on the Corps' fiscal and substantive responsibilities, and reviewing the scope and process of the many multifaceted tasks and activities carried out by a diverse staff of professionals, we facilitate and affirm successful and effective execution.

The Legal Services Program encompasses a wide range of requirements and functions including: contract law, fiscal law, environmental law, personnel, labor and Equal Employment Opportunity, Torts and Admiralty claims, Indian law, litigation, ethics, and many other General Law programs and activities.

In carrying out our mission, we rely upon the skill and knowledge of our Senior Attorneys and Investigative Staff, and we seek to find and execute resolutions to problems and their issues before positions are solidified and alternatives fade away. We are committed to teamwork in counseling, advising, negotiating, partnering, mediating, and alternative dispute resolution in that order to maximize the potential for optimal solutions.

The Portland District is committed to ensure compliance with Federal law, regulations, policies, and guidance in the execution of its mission while encouraging creative and innovative solutions to maximize all interests in the execution of the Portland District's Civil Works Program and Environmental Mission.
