who are carrying or otherwise accompanied by an article of food subject to prior notice provisions

Inadequate Prior Notice:

It appears that the food carried by or accompanying you is subject to prior notice requirements because it is not for personal use and prior notice information has not been submitted as required by § 801(m) of the Federal Food, Drug, and Cosmetic Act.

OR

Lacks Confirmation of Prior Notice Submission:

It appears that the food carried by or accompanying you is subject to prior notice requirements because it is not for personal use and prior notice was not provided to the U.S. Food and Drug Administration or U.S. Customs and Border Patrol upon arrival.

Future shipments may be refused admission into the United States if adequate prior notice is not submitted.
