The Deficit Reduction Act of 2005, which amended Section 464 (42 U.S.C. 664) of the Social Security Act, redefines the term past-due support to mean support owed to any child, whether or not a minor, and deletes all references to the term qualified child.

The Federal Office of Child Support Enforcement has revised the Order/Notice to Withhold Income for Child Support form. Enclosed are copies of the proposed IWO, the instructions for the form, and a summary of the IWO revisions. Also enclosed is the notice from the Federal Register. If you wish to comment on the form, please follow the instructions for public comment in the Federal Register notice.

This is a reminder that effective October 1, 2006, amendments to Section 7303 of the Deficit Reduction Act of 2005 reduced the threshold amount that triggers eligibility for Passport Denial from $5,000 to $2,500.

DCL-05-35, SVES Garnishment Match

In November 2004, the Federal Office of Child Support Enforcement (OCSE), in partnership with the Social Security Administration (SSA), conducted a very successful one-time match with SSA’s State Verification and Exchange System (SVES). This system, which is administered by the SSA, provides information on Title II--SSA Retirement, Survivors, Disability and Health Insurance benefits; Title XVI--Supplemental Security Income benefits; and prisoner data from Federal, state, and local correctional facilities. The match was designed to assess and demonstrate the potential benefits of using these data for child support purposes.
