RE: Federal Offset Program Fees

Dear Colleague:

The Department of Treasury's Financial Management Service (FMS) has provided the Federal Office of Child Support Enforcement (OCSE) with the offset fees for Fiscal Year (FY) 2009.

For FY2009, OCSE is happy to report that the fee for Federal Income Tax Refund Offsets processed will remain at $14.65 per offset, and the fee for Administrative Offsets will remain at $17.00 per offset.

For States that have OCSE issue their Pre-Offset Notices (PONs), the FY2009 fee for this service will be $0.53 per notice. This fee covers the cost of the envelopes as well as the printing, stuffing, and mailing of the notices. After seven straight years of maintaining the fee at $0.50 per notice, a slight increase in this service is required to offset increases in first class postage rates, materials and labor.
