Planning Assistance to States Program - North Dakota - Section 22
Location/Description

The program area covers the entire state of North Dakota. The Corps of Engineers, St. Paul District, is the lead office and is responsible for work items in the Red River of the North and Souris River basins. Omaha District performs work that falls within the Missouri and James River basin boundaries.

Status
|
In fiscal year 2005, coordination was initiated to assign priority to potential St. Paul District Section 22 projects in North Dakota. North Dakota has identified a need for future Section 22 work along the Red River main stem, in the Devils Lake subbasin and for county/local watershed planning assistance. A new Red River Unsteady Flow HEC-RAS Model study is being initiated in fiscal year 2005. Future work will depend on the availability of both federal and non-federal funds. The state of North Dakota continues to support this program.

Authority

Section 22 of the Water Resources Development Act of 1974, as amended. This program provides planning assistance to states and Indian Tribes in preparation of plans to manage water and related land resources within their boundaries. Assistance is given within the limits of available appropriations, but $500,000 is the maximum federal funds available to any state or Indian Tribe annually. Non-federal cost sharing of this program is 50 percent.

In fiscal year 2005, approximately $10,300 in federal funds was made available to the St. Paul District to assist North Dakota in the management of its water and related land resources. Unfortunately, non-federal matching funds were unavailable in this fiscal year. Planning has begun to initiate a study in fiscal year 2006.
