Welcome to D11 Prevention Division (dp)




District 11 Area of Responsibility (AOR) encompasses the state of California, Arizona, Nevada, and Utah and the ocean area to the outermost extent of the Exclusive Economic Zone (EEZ) bound by a line from the California-Oregon border to the border between Mexico and Guatemala.

D11(dp) oversees 3 Sectors in San Francisco, Los Angeles/Long Beach, and San Diego and 1 Sector/Air Station in Humboldt Bay. D11(dp) is responsible for over 1000 miles of shoreline from the California-Oregon state line to the Mexico border and 73 Federal waterways, including Lake Tahoe, Flaming Gorge National Recreation Area, and the Colorado River.

Commander Patrick J. Maguire is a 1989 graduate of the U.S. Coast Guard Academy where he earned a Bachelor of Science degree in Civil Engineering with High Honors. In 1995 he earned a Master of Science degree in Fire Protection Engineering from Worcester Polytechnic Institute. He is a licensed Professional Engineer in the Commonwealth of Virginia and a member of the Society of Fire Protection Engineers.

 He was most recently assigned as the first Commander of Coast Guard Sector Lower Mississippi River in Memphis, Tennessee.  He served as Sector Commander, Captain of the Port Lower Mississippi River and Officer in Charge, Marine Inspection from July 2005 until June 2008.  The area of responsibility stretched across six states, encompassing over 2,200 miles of waterways on two major rivers and six secondary rivers.  The Command exercised operational control for six cutters and one Aids to Navigation Team.  The sector was staffed by 175 active duty personnel and 50 reservists.  They were complemented by 350 Coast Guard Auxiliary personnel in three Divisions.  The unit coordinated five Area Maritime Security Committees and maintained a 24-hour command center in Memphis for maritime emergency response.  With the assistance of local, state and federal agencies and the Auxiliary they performed 120 search and rescue cases annually.  The main mission was to provide for safe navigation along the rivers.  This included waterways management activities and maintenance of 800 fixed aids to navigation and the regular repositioning of 3,500 river buoys.

Commander Maguire was born and raised in Ashland, Massachusetts and entered the Academy and Coast Guard in 1985 after graduating from Marian High School in Framingham, Massachusetts.  His previous Coast Guard units were: Medium Endurance Cutters DILIGENCE & VIGILANT based in Port Canaveral, Florida; Marine Safety Office New Orleans; the Marine Safety Center in Washington, DC; Group/Marine Safety Office Long Island Sound in New Haven, Connecticut; Marine Safety Office Cleveland; and Sector Lower Mississippi River in Memphis, Tennessee. His areas of specialty have included: shipboard engineering and damage control; marine investigations and marine inspections; casino boat and cruise ship fire safety and evacuation; oversight of high-speed ferry construction and operations; large passenger vessel certifications and commercial fishing vessel safety.

His decorations include the Meritorious Service Medal, the Coast Guard Commendation Medal (2 gold stars), the Transportation 9-11 Medal, the Commandant’s Letter of Commendation (gold star), the Coast Guard Unit Commendation (gold star) and the Coast Guard Meritorious Unit Commendation (gold star).
