Background

Within the IHS, the ISCs have historically been appointed within their respective organizations, including Area and Regional Offices, to facilitate, coordinate and support the ongoing operation of the Resource and Patient Management System (RPMS), office automation, and telecommunications management infrastructure.

Today, Area ISCs function in general as members of IHS Area/Regional Office senior management teams fully participating in the total planning, programming, operation, and conduct of the Area/Region-wide information technology, resources management, and support services programs. A listing of ISCs by Location is available on this website.

The IHS Area/Regional Directors ensure that information technology/resource management requirements are being addressed within their respective Areas through an array of organizational structures, positions, and secondary designations. This may include the following positions and/or designations:

Area/Regional Chief Information Officer
Area/Regional Information Systems Coordinator
Area/Regional Telecommunications Liaison
Area/Regional Information Systems Security Officer
Area/Regional Network Administrator
Area/Regional Video Conference Coordinator

The proliferation of the information technology industry has resulted in continuous change and advances within the IHS information resources management infrastructure and architecture supporting the IHS healthcare delivery system. Area/Regional ISCs and information technology staff are required to provide guidance and support for their respective organizations on current and future information technology and resource management efforts/initiatives set by the President, the Office of Management and Budget, Secretary-Department of Health and Human Services, Director of IHS, IHS Chief Information Officer, and other key senior executive management officials. These efforts/initiatives may include any or all of the following:

  • Area/Regional information technology strategic planning and leadership
  • Area/Regional information technology program performance measures
  • Information technology and resource management policies, procedures, and standards
  • Area/Regional, IHS, and HHS information technology architectures
  • Evaluation of the efficiency of major information processing systems within Areas/Regions
  • Area/Regional automated information services management controls
  • Area/Regional Information Systems Security Program
  • Area/Regional E-Government activities and the President’s Management Agenda
  • Area/Regional information technology capital planning and investment control, including effective acquisition and utilization of information technology, resources, and services
  • Area/Regional Information Technology Investment Review Board leadership and support
  • Consolidation/standardization of Area/Regional information technology infrastructure resources and systems in conformance with HHS efforts
  • Self-Determination information technology support services
  • Software user support
  • Area/Regional database services
  • Area/Regional Internet information services
  • Area/Regional Computer systems management
  • Area/Regional telecommunications and network services
