Jackie Brooks is a new Master Gardener Coordinator in this county and she works with Farm Advisor, Janet Hartin, who may also be able to identify this variety for you. "Tangerine" is a term associated with mandarines, so you may find more inforamtion on our sister site's citrus page ~ look for mandarine information. The UC Statewide IPM Program has an extensive weather database with data from CIMIS and the UC Fruit & Nut Research and Information Center calculates chilling units based on data from CIMIS stations. This should get you going.
