Sign Standards Program MCX
MCX Description
|
The Mandatory Center of Expertise, or MCX, provides technical guidance and support to Corps of Engineers districts to comply with and implement the National Sign Standards Program for Civil Works Projects, as set forth in Engineer Regulation 1130-2-500. In addition, the center provides engineering for lock and dam and other waterway signs. The Headquarters, U.S. Army Corps of Engineers proponent of the MCX is the Operations and Regulatory Community of Practice.

MCX Responsibilities
|
- Coordinate waiver requests for safety signs (danger, caution and warning).
- Provide design and engineering services for lock and dam and other waterway signs. Point of contact for waterway sign engineering is

- Provide guidance on the Sign Standards Manual, Engineer Pamphlet 310-1-6a and 6b.
- Coordinate sign fabrication issues with UNICOR.
- With the Sign Advisory Work Group, advise HQUSACE proponent on policy issues.
- Publish guidance on policy changes promulgated by HQUSACE proponents.
- Monitor, and publish guidance on, current activity in the sign materials industry.
- Maintain Sign Standards Manual and sign management software.
- Coordinate sign program training.
- Maintain and publish current lists of Division and District sign program managers, members of the Sign Advisory Work Group, and approved non-standard safety (Danger, Warning, and Caution) signs.

Sign Standards Program Background
|
- 1987 - The Corps establishes the Sign Standards Program with issuance of the Sign Standards Manual.
- 1989 - The National Endowment for the Arts awards the Corps the Federal Design Achievement Award for the Sign Standards Program.
- Early 1990s - Various revisions and additions to the sign manual, including the publication of Section 14, "Lock, Dam, and Waterway Signs."
- 1994 - Waterway Sign MCX established in the St. Paul District.
- 1996 - National Sign Standards Program MCX established in the St. Paul District.
- 2000 - Waterway Sign MCX and Sign Standards MCX combined within the St. Paul District.

Fiscal
|
Waterway sign engineering services are performed on a reimbursable basis. Other funding is provided by the the Corps' headquarters proponent of the MCX and by the St. Paul District's construction-operations division.
