The Emergency Management (EM) branch for the Northwestern Division (NWD) of the U.S. Army Corps of Engineers (USACE) is engaged in planning, training, and response activities for natural disasters, national emergencies, and civil support.
Specifically, NWD EM organizations execute USACE authorities for:
- Flood Control and Coastal Emergencies (FCCE) including inspection of federal levees and qualifying non-federal levees and floodfighting authorities
- National Emergency Preparedness Program (NEPP) including COOP planning for the NWD organization
In addition, NWD EM organizations support the USACE role as lead of Emergency Support Function 3 (ESF #3) of the National Response Plan (NRP) by supporting the readiness and deployment of USACE volunteers to work on Federally declared disasters.
The Division Emergency Management office located in Portland, Oregon coordinates the activities of the Emergency Management offices for the districts within NWD:
- Kansas City District
- Omaha District
- Portland District
- Seattle District
- Walla Walla District
