The Surface Transportation Board's (STB) Carload Waybill Sample (Waybill Sample) is a stratified sample of carload waybills for terminated shipments by railroad carriers. This waybill data is used to create a movement specific Confidential Waybill File and a less detailed Public Use Waybill File. The rules for release of waybill data are codified at 49 CFR 1244.9. The Public Use File is available below, as is a description of the confidential Waybill.
