SUBJECT:  EEO Complaint Counseling

 

PURPOSE:  To describe new EEO complaint counseling parameters.

 

FACTS:  

   

1.  Effective 1 October 2004, all EEO complaint counseling within USACE will be conducted by Equal Employment Specialists (series 0260) or Equal Employment Assistants (series 361). Employees currently assigned as collateral duty EEO counselors will be released from counseling duties. 

   

2.  However, if a collateral duty counselor is counseling a complaint on 1 October 2004, that counselor will complete the counseling of the complaint. 

   

3.  Counseling can be performed by an EEO Specialist or Assistant assigned to the USACE command where the complaint arose, a Specialist from another USACE command (preferably within the region), or a Specialist from Humphreys Engineer Center Support Activity (HECSA).  A Specialist from another USACE command or from HECSA will act as if assigned to the EEO staff of the command where the complaint arose.  Special arrangements may be made for OCONUS USACE commands.   

 

4.  This change is designed to increase timeliness of processing complaints, resolution of complaints and the quality of reports, while reducing overhead costs.  USACE commands expended $1,006,400 for the cadre of collateral duty EEO counselors during FY 2002, while the resolution rate decreased and processing time increased.           

 

5.  Specifics are included in USACE 2012:  Aligning the U.S. Army Corps of Engineers for Success in the 21st Century, October 2003.
