Effective October 1, 2006, a Department Of Defense (DoD) PKI Certificate will be required for all DoD users accessing CPARS, ACASS, and CCASS. Effective November 1, 2006, a DoD PKI Certificate will be required for all Contractor users accessing CPARS, ACASS, and CCASS. ACASS and CCASS past performance information systems are mandated for use by Department of Defense (DoD) agencies, and are also used by some civilian agencies. The U.S. Army Corps of Engineers (USACE) is the DoD Executive Agent for these systems and the Portland District Contractor Appraisal Information Center (CAIC) is the primary center to assist both government personnel and contractors in using these systems. ACASS & CCASS are now modules of DoD's Contractor Performance Assessment Reporting System (CPARS) DoD Core Solution for Reporting of Contractor Performance Information. CPARS is hosted by the Navy Sea Logistics Center, Detachment Portsmouth, NH.

Performance evaluations prepared in ACASS and CCASS are transmitted to the Past Performance Information Retrieval System (PPIRS). The Office of Management and Budget (OMB) has mandated the use of PPIRS by Source Selection Officials when retrieving Performance evaluations to be used for source selection purposes. Performance evaluations transmitted to PPIRS serve as a resource in awarding best value contracts and orders to contractors that consistently provide quality, on-time products and services that conform to contractual requirements.

ACASS and CCASS information is available to all Federal agencies. The government rating/assessing official, the government contractor, and the government reviewing official all use the ACASS and CCASS systems during the preparation of performance evaluations. The systems are also used by A–E and Construction contractors to retrieve information about themselves, and by government agencies for non-source selection purposes.
