Marine mammals are protected under the Marine Mammal Protection Act (MMPA), the Endangered Species Act (ESA) and the Convention on International Trade in Endangered Species (CITES). The U.S. Fish and Wildlife Service and the National Marine Fisheries Service share jurisdiction for the marine mammal protections under MMPA and ESA; and the FWS has jurisdiction for import and export of all marine mammals listed under CITES.
