This is a water-quality improvement pond construction/dredging/trail reconstruction project. Overall, it affects 4.8 acres of wetland. About 3.1 acres of perimeter wetland (outside the trail that encircles the main part of the lake) would be excavated, graded, and converted to a primary storm-water pond. Much of this area is emergent vegetation or wooded wetland. The trail would be reconstructed to form a berm for the ponds.

This work would require about 0.3 acre of fill. An additional 1.4 acres of the main lake would be dredged to remove accumulated sediment, but this involves only a few cubic feet of material and should not change the character of this area. The dredging has been modified to avoid more sensitive and valuable emergent vegetation. The trail and the pond excavation were considered a substantial adverse modification, although the lake dredging was not. The permit requires 3.4 acres of compensatory mitigation for the pond work and trail fill. The applicant has appealed this mitigation requirement.
