International Reproductive Health Surveys and Comparative Reports: About Surveys and Comparative Reports

Through a Participating Agency Services Agreement (PASA) between the Centers for Disease Control and Prevention/Division of Reproductive Health (CDC/DRH) and United States Agency for International Development (USAID)/Washington under the MEASURE Project (Phase II), MEASURE CDC contributes to the scientific foundation upon which USAID, other donors and host country institutions can make evidence-based decisions to improve reproductive health programs.

MEASURE CDC provides technical assistance with population-based surveys that help USAID, Ministries of Health, international donor organizations, and nongovernmental organizations to assess program needs and monitor program performance and impact over time. CDC has been providing technical assistance for such surveys since 1975, and has helped to carry out reproductive health surveys in Latin America, the Caribbean, Central and Eastern Europe, the former Soviet Union, Africa, and the Middle East. MEASURE CDC trains its host counterparts in all aspects of survey implementation.

MEASURE CDC-assisted surveys are oriented toward program evaluation and are known for their flexibility. Each survey is tailored to meet the needs of the country where the survey is conducted. Special purpose modules can be added to investigate topics specific to the country or program, such as young adult issues, domestic violence, children's school attendance, HIV/AIDS, nutrition, demand for and satisfaction with sterilization services, and sexually-transmitted infections.

Survey Topics and Types

Surveys provide family planning and reproductive health programs with information that is extremely useful for evaluating current programs and needed services, and for planning new services or improving existing ones. The CDC/DRH Reproductive Health Surveys (RHS) collect information in the areas of

  • family planning, 
  • fertility, 
  • infant and child health, 
  • maternal morbidity and mortality, 
  • young adult sexual behavior, sex education, and opinions/attitudes toward sexuality and gender issues, 
  • reproductive health care issues, 
  • HIV and STDs, 
  • intimate partner violence, and 
  • evaluation of specific programs.

MEASURE CDC currently assists with four types of surveys:

International/Reproductive Health Surveys (RHS) of reproductive-age women are conducted at a national, and occasionally at the subnational level. These surveys measure a wide variety of health and demographic indicators such as fertility, contraceptive use, infant and child mortality, child health, maternal morbidity and mortality, and knowledge and attitudes about HIV/AIDS and sexually-transmitted infections.

Male Reproductive Health Surveys are occasionally conducted in conjunction with female surveys (as in Honduras, El Salvador, Guatemala, and Albania) to provide complementary information from an independent sample of reproductive-age men on topics related to fertility, contraceptive use, sexual activity, and HIV/AIDS and sexually-transmitted infections.

Young Adult Reproductive Health Surveys (YARHS) are conducted with populations of males and females aged 15–24 years to obtain more detailed information on reproductive behavior and related knowledge within this segment of the population. In some cases, these surveys have been completed nationwide, and in others, they have been conducted only in urban areas.

Reproductive Health Program Evaluation Surveys are special purpose surveys designed to help evaluate the performance and impact of a particular program. They are typically limited in content and sample subnational populations in areas where a program has been implemented. Such a survey has most recently been conducted in Russia.
