A: The Western-wide average power rate for FY 2004 was 17.68 mills/kilowatthour; the average firm transmission rate was $1.53/kilowatt-month. The following tables detail these rates by project.
Firm Composite Rates
_______________________________ 1 Falcon-Amistad and Provo River costs are repaid annually by the power users as provided by contract without regard to energy availability. Billing is not based on a mills/kWh amount. 2 The firm composite rate for PSMBP-ED was increased to 16.04 mills effective February 1, 2004 . 3 LAP consists of PSMBP-WD and the Fryingpan-Arkansas Project. 4 The firm composite rate for LAP was increased to 23.44 mills effective February 1, 2004 . 5 Composite rate when transmission rate is included. 6 Sales from the Washoe Project are non-firm. 7 SLCA/IP consists of the Collbran, Rio Grande Projects and Colorado River Storage Projects. 8 Average calculation is total projects’ composite rate divided by total number of projects.
