To do business with Western and other Federal agencies, contractors must register with Central Contractor Registration. Use the CCR Registration Handbook to collect the information needed to register. Vendors must also certify their socioeconomic status with Online Representations and Certifications Application. ORCA replaces the paper-based Representations and Certifications process. It is only necessary to register once for all your Government business. A vendor’s ORCA record can then be accessed by any government agency receiving a bid from the vendor. SolicitationsComplete information on Western solicitations greater than $25,000 is available at the DOE e-center. Also, solicitation summaries can be found at FEDBizOps. Contractors registered with FEDBizOpps can receive automated e-mail notices of solicitations of interest. Since businesses can access solicitation information posted at the DOE e-center, Western no longer maintains a “bidders list.” Contracting officers may provide hard copies of drawings or specifications upon request. Check the solicitation or FEDBizOpps summary to find out how to obtain copies. The DOE e-center also posts information on recent contract awards over $25,000. Award summaries can be found at FEDBizOpps, and the Federal Procurement Data System provides a searchable database of active contract awards. BiddingThe DOE e-center is the most reliable way to submit bids, quotes or proposals to Western. Some solicitations may require you to submit the proposal electronically. Be sure to read the solicitation carefully for specific requirements. Electronic mediums other than the DOE e-center may not be 100-percent reliable. If their servers are down for maintenance, black-listed as a spam source or otherwise unavailable, your bid may not reach Western by the deadline. Uploading your quote directly on the DOE e-center is the best way to ensure that your response is timely. IMPORTANT NOTICE: The Department of Energy (the "Department"), including the Western Area Power Administration (WAPA), will implement the Strategic Integrated Procurement Enterprise System (STRIPES) contracting system during fiscal years 2008 and 2009. As a result, the Department will begin using FedConnect, which is hosted by Compusearch, as the communications portal for its potential and actual contractor and financial assistance recipient communities (entities) beginning in March 2008 (FY09 for WAPA) instead of the current system (IIPS) that is accessible via the DOE e-center. Therefore, in order to do business with the Department after this transition is completed, all current and potential acquisition and financial assistance awardees must be registered with Compusearch's FedConnect portal. Notices and solicitations, required by the Federal Acquisition Regulation (FAR), will continue to be sent to FedBizOpps (FBO), with additional information available to interested entities on Compusearch’s FedConnect portal. Similarly, financial opportunity announcements that must be published on Grants.gov will continue to be transmitted there also, with additional information provided at the FedConnect portal. The FedConnect portal will be used throughout the lifecycle of the Department’s acquisition and financial assistance instruments from the presolicitation/planning phase to instrument close-out. The Department’s STRIPES system will communicate with external entities via FedConnect on matters related to acquisition or financial solicitation or award actions.
