Block Grant Management Information System (BGMIS)

In 2008, CDC has successfully enhanced the PHHS Block Grant client-server system Grant Application and Reporting System (GARS) to a web-based Block Grant Management Information System (BGMIS). The GARS system has been used to track states’ progress toward achieving their objectives. The system has been serving the program’s needs for over 10 years and has been one of CDC’s first electronic grants management system available through the client-server system. However, current CDC, grantee, and national needs require a more flexible and accessible system to meet stakeholder’s demands. As a result, CDC developed the web-based BGMIS to replace GARS.

This new system provides improved accessibility and usability of grantee information and integrates critical Block Grant information. BGMIS is designed to capture and report on federal block grant work plans and other information submitted by grantees each fiscal year. The system currently contains data on the grantee’s reporting requirements, mainly the work plan. In 2009, CDC will further modify the system to collect information on performance measures, annual progress reports linked to performance measures, success stories, and compliance review information. It will continue to be enhanced to streamline data collection and support national evaluation, monitoring, communication and dissemination efforts for the PHHS Block Grant.

Similar to GARS, BGMIS will continue to link award amounts to national Healthy People 2010 objectives; describe state health objectives that are linked to the national health objectives; describe health problem, target and disparate populations; describe program impact and outcome objectives; allow states to relate public health's 10 Essential Services to program activities; allow states to identify the PHHSBG's role in funding health priorities; and enable states to complete an electronic annual report that describes changes in health objectives and progress towards completing program activities.
