Grants Management (Policy and Operations)
DGO Mission Statement: To provide efficiency and effectiveness in the management and administration of grants operations for the Indian Health Service.
The Division of Grants Operations (DGO) is under the Office of Management Services (OMS). The primary purpose of DGO is to solicit, award, and administer grants and cooperative agreements for all IHS grantee recipients. The DGO also provides grantees with guidance, oversight, reviews, financial management, training, and technical assistance.
Grants Policy Mission Statement: To provide policy expertise and guidance in the administration of grants operations for the Indian Health Service and IHS grant recipients.
The Grants Policy Staff is under the OMS where the Chief Grants Management Officer resides. The Grants Policy Staff provides oversight of the DGO grants operations functions and ensure compliance with all HHS and IHS grant-related policies. The office develops and maintains policies and procedures for IHS grants management. The office is responsible for establishing and maintaining the grant IHS Grants Management Certification Program as well as provides training to IHS grants/program staff, and grantees. Grants Policy Staff serves as a liaison between HHS Office of Grants Policy and Oversight and IHS grants management on all grants management issues. The office is responsible for responding to maintaining grant opportunities on Grants.gov and serve as the final technical clearance point for all Program Announcements that are developed by IHS Program Staff.
The IHS Grants Policy/Grants Operations is the focal point for IHS grant policies, guidelines, funding opportunities, the Grants Application Submission Policies, and the Electronic Grants Process. The single government wide website Grants.gov is available to all federal agencies and can be accessed through the IHS website. Applicants submitting new applications, competing continuations, and certain non-competing continuations are required to submit electronically through Grants.gov unless they have received prior approval from Grants Policy Staff prior to submission.
