THE OFFICE OF GENERAL COUNSEL FOR ATMOSPHERIC AND SPACE SERVICES AND RESEARCH The Office of General Counsel for Atmospheric and Space Services and Research GCW) provides legal advice on a wide range of issues to the National Weather Service (NWS), the National Environmental Satellite, Data and Information Service (NESDIS), and the Office of Oceanic and Atmospheric Research (OAR).
