Personnel Security/Suitability

List of Area Personnel Security Representatives

Information on this page provides IHS employees and Area Personnel Security Representatives (PSRs) with information on meeting IHS personnel security/suitability requirements. This page also provides detailed information on the process, documentation, and requirements for each type of investigation by risk/sensitivity level.

National Agency Check with Inquiries

National Agency Check and Inquiries (NACI): which consists of searches of OPM's Security/Suitability Investigations Index (SII); the Defense Clearance and Investigations Index (DCII); the Federal Bureau of Investigation (FBI) Identification Division's name and fingerprint files, and other files or indices when necessary.

Public Trust

Public Trust positions are those positions which require a high degree of integrity with public confidence in the individual occupying the position.

Level 5 - (Minimum or High Risk level)

    Also known as Public Trust Level 5 (MBI or LBI): Positions involving access to or control of unclassified sensitive, proprietary information, or financial records, and those with similar duties through which the incumbent can realize a significant personal gain or cause serious damage to the program or department. Investigation may be required by DHHS for access to HHS computer based systems.

Level 6 - (High Risk level)

    Also known as Public Trust Level 6: Positions having the following duties: law enforcement, investigations, audit, security, policymaking, major program responsibility, access to sensitive, proprietary, or financial information, including access through, and/or control over, automated information systems (computer data systems); or access to data covered by the Privacy Act. Investigation may be required by DHHS for access to specific HHS computer based systems.

National Security Investigations

National Security positions are those in which the incumbent needs a security clearance for access to classified, national security information.

Level 2 - (Confidential or Secret access level)

    Commonly called Secret: an employee needs a security clearance for access to classified, national security information. This requires a Confidential or Secret access level

    Investigation/Reinvestigation Requirements
    Investigation requirements for level 2 positions include the following:

      Access National Agency Check, Inquiries (ANACI) and Credit: searches of OPM's Security/Suitability Investigations Index (SII); the Defense Clearance and Investigations Index (DCII); the Federal Bureau of Investigation (FBI) Identification Division's name and fingerprint files, local law enforcement agency checks, credit checks and other files or indices when necessary

      Written inquiries and searches of records covering specific areas of a person's background during the past five years. Inquiries are sent to current and past employers, schools attended, references, and local law enforcement authorities

Drug Testing

Introduction/Policy Executive Order 12564 establishes the goal of a Drug-Free Federal Workplace. The order makes it a condition of employment for all federal employees to refrain from using illegal drugs on or off-duty. For HHS to remain the nation's leader in drug abuse prevention, education, research and treatment, we must take the initiative to deter illegal drug use and to assist in the rehabilitation of drug-using employees. HHS offers assistance to those who need it, while sending a clear message that illegal drug use is incompatible with employment at HHS.

HHS has initiated a comprehensive program to achieve the goal of a drug-free workplace. The following HHS positions have been identified as a Testing Designated Positions (TDPs):

  • Positions requiring "Top Secret" security clearance
  • Positions filled by presidential appointment, whether or not confirmed by the Senate
  • Law enforcement positions that involve access to firearms
  • Motor vehicle operator positions in which the incumbent drives passengers as part of the assigned duties
  • Positions that handle or have access to explosives or radiological materials
