Other Programs

  • Student Temporary Experience Program (STEP)
    • Most commonly used for Summer employment, the STEP allows students to work year-round while they are in school in part-time or full-time positions. The most common STEP jobs are clerical or assistant work. The STEP allows students to gain valuable work experience while finishing their education.
  • Student Career Experience Program (SCEP)
    • Students who are enrolled in a degree-seeking accredited program (either high school, undergraduate, or graduate program) are eligible for SCEP positions. The SCEP allows students to work full-time or part-time while they finish their degree and, after graduation, participants who meet all the requirements of the program may be noncompetitively converted to a permanent position. At NIH, SCEP positions are listed online (when available) at Studentjobs.gov.
  • Emerging Leaders Program
    • The Emerging Leaders Program (ELP) is a Health and Human Services experiential training program designed to recruit employees with a high potential for future leadership. The program recruits at the GS-9 level in administrative, information technology, public health, scientific, and social science careers. Graduates interested in pursuing opportunities in the ELP at NIH should apply centrally through Health and Human Services and request rotations with NIH upon acceptance. For more information, please visit http://www.hhs.gov/careers/elp.html.
  • Presidential Management Fellows
    • Similar to Emerging Leaders, the Presidential Management Fellows (PMF) program is a government-wide program designed to recruit exceptional candidates into potential leadership positions. Graduates interested in pursuing opportunities as a PMF at NIH should apply centrally to the Office of Personnel Management (OPM) and request rotations with NIH upon acceptance. For more information on the PMF program, please visit https://www.pmf.opm.gov/.
