NATIONAL SECURITY
National Security Mission Statement
To assist DCIS Field Office personnel prosecute those who commit crimes that threaten the warfighting capability of the United States Department of Defense (DoD). The DCIS National Security (NS) Directorate pursues three strategic priorities: prevent/investigate acts of terrorism, prosecute cyber criminals, and protect critical military technology.
Mission Essential Task List (METL)
- Provide professional HQ level support to DCIS Special Agents.
- Provide DCIS Leadership with superior Situational Awareness.
- Coordinate with internal and external customers to maintain effective lines of communication.
- Identify and enhance NS professional development programs in order to support the NS mission statement. This includes training with our mission partners at the Joint Counterintelligence Training Academy (JCITA) and the Federal Law Enforcement Training Center (FLETC).
Homeland
Security/Terrorism
DCIS continues to provide investigative support to the FBI as part
of the Joint Terrorism Task Forces (JTTF) and Anti-Terrorism Task
Forces (ATTF) in judicial districts serving major cities. DCIS
is also represented at the National JTTF at FBI Headquarters. DCIS
has also responded to requests for Anti-Terrorism related activities
at DoD Agencies and contractor facilities.
Technology Protection
- Protecting the acquisition / procurement process through investigation of Illegal theft, diversion or movement of strategic technologies and U.S. Munitions List items (MLIs) to proscribed nations, criminal enterprises and/or terrorist organizations.
- Illegal theft or transfer of technologies, weapons systems, components and programs, and all forms of high technology, information, and capabilities involving Weapons of Mass Destruction (WMDs).

Procurement Fraud
The introduction of counterfeit material and other forms of unauthorized product substitution into the procurement system has historically been and continues to be one of DCIS's highest priorities for deterrence, investigation, and prosecution. Procurement fraud investigations have always comprised a major part of the DCIS inventory. An area of increased emphasis is readiness enhancement through vigorous detection and investigation of defective or substituted products that involve either safety of flight issues or have a critical application (see DCIS Procurement Fraud Program).
DCIS also investigates allegations of fraud and abuse in DoD environmental programs, including environmental terrorism and contract fraud with regard to the delivery, removal, transport, and disposal of hazardous material/waste from DoD installations (see DCIS Environmental Crimes Program).
Public Corruption
Public Corruption is the breach of public trust by elected or appointed U.S. Government Officials who ask, demand, solicit, seek, accept, receive, or agree to receive anything of value in return for preferred treatment.
One major area of public corruption: Health Care Fraud. DCIS conducts significant investigations involving TRICARE, a managed healthcare insurance program administered by the Assistant Secretary of Defense (Health Affairs), that provides health care to active duty, retired military personnel and their family members.
