This document, Technical Guidance for HIV/AIDS Surveillance Programs, was developed by the HIV Incidence and Case Surveillance Branch of the Division of HIV/AIDS Prevention, National Center for HIV, STD, and TB Prevention, Centers for Disease Control and Prevention in collaboration with the Council of State and Territorial Epidemiologists. The CDC/CSTE Advisory Committee provided oversight and leadership throughout the entire process. Workgroup contributors consisted of state and local health department representatives.
