Location/Description
|
The project is located in the city of Drayton, N.D. Drayton is on the west bank of the Red River of the North, approximately 90 river miles north of Grand Forks, N.D.
Following a successful flood fight during the 1997 flood, the city began construction of a higher earthen levee system which caused bank stability problems and resulted in the city needing to remove the majority of the earthen levees along the secondary bank of the Red River of the North. A Section 14 bank erosion project was requested in 1999 to evaluate and repair the riverbank problems, but bank slippage problems were too large to be addressed under the Section 14 authority.
On Feb. 10, 2000, the city asked the Corps of Engineers to perform a Section 205 study to determine the feasibility of a small flood control project for Drayton. Funding to initiate the study was not made available until fiscal year 2003.

Status
|
The initial assessment of the feasibility phase began in January 2003. During the initial assessment, structural and nonstructural alternatives were evaluated to determine if a flood control project had a potential federal interest. The Corps project delivery team met with the city and toured the site in May 2003. Structural and nonstructural flood damage reduction alternatives were identified and evaluated with the city and key stakeholders before completion of the initial assessment. The initial assessment was completed in September 2004, and no federal interest was identified. No additional work is planned.

Section 205 of the 1948 Flood Control Act, as amended, authorized the Corps to plan, design, and construct certain small flood control projects that have not already been specifically authorized by Congress.

Economic justification for this project was not identified. No further work is planned for this study.
