Operations and Maintenance Program
Description
|
The navigation, recreation, environmental, flood damage reduction and readiness business functions of the St Paul District require that we provide ongoing services to the public. The various projects that make up the Operations and Maintenance Program sustain these services as part of our ongoing mission. In the St. Paul District, these projects and services include the following:
We operate and maintain 284 miles of navigation channel including 13 locks and dams on the Mississippi River. We ensure a minimum 9-foot depth to the navigation channel on the Mississippi, as well as parts of the Minnesota, Black and St Croix rivers and several small boat and commercial harbors at various locations in the district.

We provide high-quality public recreation facilities in Wisconsin, Minnesota and North Dakota. Our recreation sites provide camping, swimming, boating and fishing opportunities and operate at or near capacity throughout the recreation season.
We help to minimize flood damage to public and private property, and to community/regional infrastructure through the management of flood control dams and reservoirs located throughout the St. Paul District.
Following completion of a federal flood control project, the local sponsor is responsible for operation and maintenance. As part of our Operations and Maintenance Program, we inspect these projects annually for proper maintenance, safety, effectiveness and environmental concerns.
In addition, our district is the center of expertise for the National Sign Program, which provides safety and design standards for signs used at all Corps' facilities nationwide.

Authorization
|
Authorization for each of the 30 Operations and Maintenance Program's separate projects, that were part of the program in fiscal year 2002, was received prior to construction. Some of the projects, like the lock and dam system on the Mississippi River, are more than 60 years old. Each year, new funds must be appropriated for this work.

Fiscal
|
The combined St. Paul District expenditures for the Operations and Maintenance Program for fiscal year 2002 were $55 million, of which $29 million was operations related and 26 million was maintenance. The fiscal year 2002 Operations and Management budget itemized by business function was: Navigation = $45.6 million; Flood Damage Reduction = $4.4 million; Environmental Stewardship = $1 million; Recreation = $4 million. The budget consists of 100 percent federal funds.
