Floodplain Management Services Program
The St. Paul District provides floodplain management services to areas in Iowa, Minnesota, North Dakota and Wisconsin that are located within its jurisdictional boundaries. The Omaha District, Detroit District, and Rock Island District, Corps of Engineers' service areas outside its jurisdictional boundaries.
Within funding limitations, a full range of technical services and planning guidance on flood and floodplain issues is provided upon request. These services are generally made available to other federal, state, and local agencies, but some may also be used by nongovernmental organizations and individuals. With minor exceptions, these services are nonreimbursable. Typically, they include:

- Technical assistance and guidance with interpretation of existing flood data - primarily hydrologic and hydraulic information.
- Development of data on the extent, depth and frequency of flooding.
- Development and presentation of technical workshops.
- Dissemination of information on nonstructural options such as flood proofing and floodplain evacuation.
- Assistance, in cooperation with State agencies, in developing emergency evacuation plans for cities and counties.
- Posting of signs at various locations in the floodplains of communities or counties that indicate where the 100-year flood elevation is located.

Status
|
St. Paul District has received prioritized floodplain management requests from Minnesota, Wisconsin and North Dakota. This fiscal year, the district will address as many of the requests as possible within the funding limits. In addition, the district will continue to respond to nonreimbursable inquiries from public and private entities (approximately 200 per year) concerning the flood susceptibility of various properties or other floodplain management concerns.

Authority
|
Section 206 of the 1960 Flood Control Act, as amended, permits the Corps of Engineers to provide floodplain management services to the States of Minnesota, North Dakota and Wisconsin; Tribal entities; and the general public.

Fiscal
|
The St. Paul District Fiscal Year 2004 floodplain management funding is $42,500. Floodplain management funds will be used to perform nonreimbursable work for state/public entities in Iowa, Minnesota, Wisconsin and North Dakota. Work for private entities is 100-percent cost reimbursable.
