Western Flood Control Sites - Minnesota: Lake Traverse, Orwell Lake, Hwy 75 - Bigstone, Lac qui Parle
Location/ Project Components
Lake Traverse is on the Minnesota-South Dakota border. The southern end is near Browns Valley, Minn., and the northernmost structure (White Rock Dam) is about 30 miles south of Wahpeton, N.D., and Breckenridge, Minn. It consists of two dams, two reservoirs and the Browns Valley Dike.
Orwell Lake is approximately 6 miles southwest of Fergus Falls, Minn., on the Ottertail River and consists of an earthen embankment, outlying dikes and a gated service spillway.
Highway 75 Dam is 2 miles east of Odessa, Minn., on the Upper Minnesota River and impounds the Big Stone National Wildlife Refuge.
Lac qui Parle is near Montevideo, Minn., on the Minnesota River and consists of three dams, a diversion channel and several embankments and levees.
All are multiple-purpose projects (flood risk management, recreation and environmental stewardship) business lines. Each has public use facilities adjacent to each structure to accommodate shore fishing, picnicking, bird watching and other activities. The land holdings are actively managed for habitat enhancement and are maintenance.
Operation
Flood risk management, recreation and environmental stewardship activities are completed by site staff located at Lake Traverse, Orwell and Lac qui Parle. Highway 75 is an unstaffed site. These sites also provide significant support to Readiness (emergency) response activities in the Minnesota and Red River basins. Water control activities have a direct impact on flood responses in the downstream communities. Low flows are managed for downstream power generation and water supply for communities on the Red River.
Status
Declining funding levels will result in reductions to staff at the sites (including support and functional offices funded with O&M funds), the ability to provide only critical dam operations and maintenance, and limited public use opportunities in developed recreation areas.
