Planning Assistance to States Program - Minnesota - Section 22
Location/Description
|
The program area covers the entire state of Minnesota. The St. Paul District is the lead office and is responsible for work items in the Mississippi River and Red River of the North basins. Rock Island District handles work that falls within the Iowa/Cedar/Des Moines rivers basin boundaries. Omaha District handles work that falls within the James River and Missouri River basin boundaries. Detroit District handles work in the Lake Superior watershed.
Many work items have been identified that would assist water and land resource development throughout the state. However, since the early 1990s, the major focus has been on development of base technical and planning information to support basin-wide planning efforts in the Mississippi and Minnesota river basins. Additional work includes the development and interpretation of flood- and floodplain-related data, a broad assessment of flood damage reduction measures and studies of water resources (water quality studies, water demand forecasting, water supplies contamination due to spills and update of a wetland evaluation methodology and further study of wetlands).

Status
|
The fiscal year 2005 work consists of a new Minnesota River water quality modeling study. Minnesota has a substantial need for future Section 22 work; in particular, the Red River, Mississippi River and other river basins and studies of water resources. Future work will depend on the availability of both federal and non-federal funds. The state of Minnesota continues to strongly support this program.

Authority
|
Section 22 of the Water Resources Development Act of 1974, as amended. This program provides planning assistance to states and Indian tribes in preparing plans to manage water and related land resources within their boundaries. Assistance is given within the limits of available appropriations, but $500,000 is the maximum federal funds available to any state or Indian tribe annually. Non-federal cost sharing of this program is 50 percent.

|
In fiscal year 2005, approximately $85,500 was made available to the St. Paul District to assist Minnesota in the management of its water and related land resources.
