Support for Others
Description
|
The Corps of Engineers has the authority to provide reimbursable specialized or technical services to other federal agencies, as well as to States, local units of government or Indian Tribes.
Most Support for Others customers are federal agencies, who account for mor than 95 percent of the total program. For federal agencies, the Corps performs inherently governmental functions, such as program management, engineering, environmental programs and construction management, real estate support, research and development and other related services while serving as extensions of their staff. The Corps is able to offer agencies use of Corps' management and technical expertise to assist them in accomplishing the engineering, environmental restoration and construction aspects of their mission.
The St. Paul District staff annually provides approximately $1 million in reimbursable planning, engineering, environmental and construction services support to other federal, state and local governments.

Status
|
In fiscal year 2004, the St. Paul District provided support to a number of federal agencies, including the following projects representative of the various types of support provided:

Environmental Protection Agency (EPA) (Superfund): Under the EPA’s Superfund program, the Corps operated a water treatment plant in Oconomowoc, Wis. The annual operation and maintenance of this facility was done by a private sector company under contract to the Corps of Engineers. Plant operations ceased in August 2004.

Environmental Protection Agency (Brownfields):
In 2004, the Corps completed EPA-funded environmental and geotechnical soil investigations in support of the city of Minneapolis Bassett Creek area brownfield redevelopment efforts.

Federal Emergency Management Agency:
The St. Paul District provided FEMA funded staffing support for the federal disaster response and recovery actions related to four Florida hurricanes.

U.S. Fish and Wildlife Service: Corps of Engineers' foresters and natural resource specialists are completing forestry inventories from data gathered in the field during 2004 for the USFWS lands within the Upper Mississippi River Wildlife and Fish Refuge. The Corps is also providing design and construction support related to refuge island protection and restoration and expects to continue this work in 2005.

Federal Highway Administration: Corps' hydraulic engineers completed a hydraulic analysis of various bridge replacement alternatives for the bridge over the Red River near Drayton, North Dakota. Corps structural engineers provided independent technical review assistance related to audits of the federal bridge inspection program.
No work is currently scheduled in support of any States, local government units or Indian Tribes.
