Planning Assistance to States Program - Wisconsin - Section 22
Location/Description
|
The program area covers the entire state of Wisconsin. The St. Paul District is the lead office and is responsible for work items in the St. Croix, Wisconsin and Mississippi river basins. Detroit District performs work that falls within the Great Lakes basin boundaries. Rock Island District performs work that falls within the Rock River basin boundaries.
Many work items have been identified that would assist water and land resource development throughout the state. From mid-1980 to the early 1990s, the major focus was on the Wisconsin River basin, in particular on a system study of flow impacts and water quality related to the state's review of relicensing for the private power dams by the Federal Energy Regulatory Commission. Subsequent work and current work primarily address water quality issues in the Wisconsin River and other basins.
Past work items included the study of wetlands; water supply, including conservation and a plan for emergencies; dam break analyses; and alternatives for contaminated sediments. The work provided base technical information to support basin-wide planning efforts. It also addressed the development and interpretation of flood- and floodplain-related data and a broad assessment of flood damage reduction measures.

Status
|
In fiscal year 2005, the St. Paul District continued work on the multi-year Eau Galle River water quality analyses. Two new studies were initiated – the Lake Eau Claire Thermal Modeling study for which a cooperation agreement was signed on March 23, 2005, and the Half Moon Lake Alum-Lime study. Due to noncompatible funding sources, the Half Moon Lake study was pursued outside the Section 22 program. An additional study at Half Moon Lake will be pursued under the auspices of the Section 22 program next fiscal year when funding issues are resolved. Wisconsin has also identified a substantial need for future Section 22 work. The work predominantly includes water quality studies on various reservoirs and watersheds.
A critical need exists for a comprehensive water management plan for the Wisconsin River and other tributaries to the Mississippi River. Wisconsin's regional planning commissioners have expressed interest and were provided information on the Planning Assistance to States program. Future work will depend on the availability of both federal and non-federal funds.

Authority
|
Section 22 of the Water Resources Development Act of 1974, as amended. This program provides planning assistance to states and Indian Tribes in the preparation of plans to manage water and related land resources within their boundaries.
Assistance is given within the limits of available appropriations, but $500,000 is the maximum federal funds available to any state or Indian Tribe annually. Non-federal cost sharing of this program is 50 percent.

In fiscal year 2005, approximately $35,000 in federal funds was made available to the St. Paul District to assist Wisconsin in the management of its water and related land resources.
