PACT: Partnerships, Alliances, and Coordination Techniques

Partnerships, Alliances, and Coordination Techniques (PACT) is an initiative of the National Child Care Information Center (NCCIC), a service of the Child Care Bureau. PACT provides State, Territory, and Tribal policy-makers—particularly Child Care and Development Fund (CCDF) Administrators and their partners—the resources, training, and technical assistance they need to build more comprehensive and collaborative early care and education systems for better serving children and families. For example, PACT resources will help CCDF Administrators learn about how to take leadership roles in creating, implementing, and sustaining cross-system partnerships, and how to manage and evaluate partnerships to ensure long-term outcomes. PACT partnership materials will include print and Web-based materials and technical assistance tools.

PACT Training Modules

PACT T/TA is based on modules that provide information and instruction for trainers to help CCDF grantees and their partners learn about specific collaboration techniques. Modules were designed for experienced T/TA providers, who can implement any or all of the components and resources, depending on the audience's needs. NCCIC recommends T/TA providers work closely with NCCIC PACT team members, who can provide further information about how to use the materials. In some situations, PACT team members may be available to provide onsite support.

Partnership Materials

  • Articles and Publications includes publications related to 1) creating, implementing and sustaining partnerships; 2) evaluating partnerships; 3) facilitating the partnership process; 4) financing strategies; and 5) research on the benefits of partnership in the child care and early education systems.
  • Tools includes checklists, assessment tools, side-by-side comparisons, and other tools that were developed by the Quality in Linking Together (QUILT) Project to encourage partnerships between child care and Head Start programs.
  • Federal Information includes Head Start Information Memoranda, a Policy Interpretation Question, and other communications about partnerships from Federal agencies.
