Location/Description
|
The city of Borup is located in west-central Minnesota about 250 miles northwest of the Twin Cities. The community is about 1 mile north of Norman County Ditch 37 and 1.5 miles north of a channelized portion of the South Branch Wild Rice River. The South Branch Wild Rice River is tributary to the Wild Rice River, which, in turn, is tributary to the Red River of the North.
Borup is threatened by floodwaters that break out of the South Branch Wild Rice River and County Ditch 37 and travel overland in this relatively flat agricultural area. An emergency dike constructed in response to past flood threats does not provide an adequate degree of protection. In April 1997, floodwaters came within 6 inches of overtopping the existing levee, and, in June 2002, floodwaters were at the top of the levee. The Corps of Engineers channelized this portion of the South Branch Wild Rice River in the early 1980s.

Status
|
In September 2004, the Borup City Council passed a resolution requesting a Section 205 feasibility study. An initial appraisal study was begun in fiscal year 2005 to determine if there is Federal interest in pursuing a small flood risk management project. This study included site visits and meetings, economic evaluation, elevation surveys of selected features and analysis of the existing levees. Four alternatives were evaluated that ranged from $510,000 to $1.2 million in estimated costs.
The economic data indicate that there is not a federal interest in continuing the project. The termination report was completed in fiscal year 2007. This project was identified in the Water Resources Development Act of 2007 as a Section 206 environmental restoration study; however, no funds are available and no viable cost share partner has been identified.
Recommendations were made to the city to assist it with flood risk management measures and other project opportunities that may be available through the local watershed board and the Minnesota Department of Natural Resources.

In fiscal year 2005, $76,000 was provided to initiate the study. The termination report was completed in fiscal year 2007. The initial appraisal study was 100-percent federally funded.
