Location/Description
|
Lake Traverse is located near the junction of Minnesota, North Dakota and South Dakota in the headwaters of the Red River of the North on the Bois de Sioux River. Lake Traverse comprises two dams, two lakes and Browns Valley dike at the southern end of the project. White Rock Dam, which forms Mud Lake, is located at the extreme northern end of the project and controls water flowing north on the Bois de Sioux River.
White Rock Dam is 14,400 feet long with an average height of 16 feet. The current spillway capacity at project pool elevation 981.0 feet is approximately 7,100 cubic feet per second. This is only a fraction of the spillway capacity that would be required to safely pass the Probable Maximum Flood with freeboard. The PMF is the current spillway design flood standard for high hazard dams used to assess project risks associated with hydrologic deficiencies.

Status

A dam failure analysis performed in the mid-1980s identified that the PMF would overtop the dam. At that time, however, the incremental impacts in Wahpeton, N.D., and Breckenridge, Minn., due to a failure were not considered life threatening, as the communities were flooded prior to failure and most threatened populations would be evacuated. Incremental flood depths were in the range of about 2 feet.
The new levee projects in those communities will change this scenario. The levees are capable of withstanding the flood releases from the dam with the existing spillway capacity until the project pool approaches the top of the dam. A dam failure under these circumstances would more than likely result in the levees being overtopped as a result of the flood surge, threatening the lives of much of the population protected by the new levee project.

The Dam Safety Assurance Program Evaluation Report was approved in December 2004. Work on the Design Documentation Report began in Fiscal Year 2005, funding was not continued in Fiscal Year 2006. Once additional federal funding is provided, work will continue on the Design Documentation Report and the plans and specifications.
Dam safety modifications are required to provide stable and adequate discharge capability to meet the base safety condition. The recommended alternative is to armor the downstream slope of the embankment. If constructed, White Rock Dam would safely meet the minimum base safety condition of 50 percent of the Probable Maximum Flood.

The Report was prepared in accordance with the Dam Safety Assurance Program, ER 1110 2 1155.

Fiscal
|
Operation and Maintenance funds were used to prepare the evaluation report. Dam Safety funding has been requested to continue preparation of the DDR and P&S. Construction costs will be submitted as part of the Fiscal Year 2008 budget request. This project is 100 percent federally-funded.
