Location/Description
|
The project is located in the city of Rochester, Olmsted County, in southeastern Minnesota, approximately 70 miles south of the Twin Cities. It was designed and constructed in partnership with the Natural Resources Conservation Service.
The Corps of Engineers' project consisted of channel modifications, including widening and deepening the existing channel and adding riprap, concrete and steel sheet-pile bank protection on the South Fork Zumbro River and two tributaries: Cascade Creek and Bear Creek. Principal features of the Corps' project included 5.7 miles of riprap-lined channel, 0.7 mile of architecturally treated concrete channel, 0.5 mile of dredged channel, 3 drop structures, 1.3 miles of levees, non-structural features and recreation features such as hiking and bicycling trails.

The Natural Resources Conservation Service project consisted of a system of seven upstream reservoirs on Bear Creek, Silver Creek and Cascade Creek to reduce upstream runoff. Other features of the Natural Resources Conservation Service project include upstream bank stabilization and creation of a 118-acre lake and county park. Together, the two projects protect the city of Rochester against a flood with approximately a 0.5 percent probability of occurrence annually. A flood of this probability is sometimes referred to as a 200-year flow frequency or 200-year flood.

Status
|
The Local Cooperation Agreement was executed in August 1987. The first construction contract was awarded in September 1987. Construction was completed in August 1995.

Design Awards
|
The completed project has received numerous design awards including an Award of Excellence in 1996 in a worldwide Corps of Engineers' design competition and an Outstanding Civil Engineering Achievement award from the American Society of Civil Engineers in 2000. Additionally, the project has received awards at the regional level from the Minnesota Society of Professional Engineers and the Minnesota Chapter of the American Society of Landscape Architects.

Authority
|
Section 401(a) of the Water Resources Development Act of 1986, Public Law 99-662, authorized the Corps of Engineers project for construction. The Corps' project was reauthorized in the Water Resources Development Act of 1992, Public Law 102-580.
