Hurricane Protection Support for New Orleans, Louisiana: Lake Pontchartrain
Location/Description
|
The Lake Pontchartrain and Vicinity (LPV) project is located in St. Bernard, Orleans, Jefferson, and St. Charles Parishes in southeast Louisiana, generally in the vicinity of the city of New Orleans, Louisiana, and between the Mississippi River and Lake Pontchartrain.

Background
|
Hurricane Katrina was the costliest and one of the deadliest hurricanes in the history of the United States. It was the sixth-strongest Atlantic hurricane ever recorded and the third-strongest hurricane on record that made landfall in the United States. Katrina formed on August 23 during the 2005 Atlantic hurricane season and caused devastation along much of the north-central Gulf Coast of the United States. Most notable were the catastrophic effects on the city of New Orleans and in coastal Mississippi. Because of its sheer size, Katrina devastated the Gulf Coast as far as 100 miles from the storm's center.

Status
|
The St. Paul District, along with the four other upper Districts of the Mississippi Valley Division, is assisting the Corps’ Hurricane Protection Office in New Orleans in the design and construction of improvements to the Hurricane and Storm Damage Risk Reduction System (HSDRRS). The St. Paul District is responsible for the design and construction of major portions of the HSDRRS, including St. Bernard Parish (LPV 144-149, from Bayou Bienvenue to the Mississippi River) and a portion of the Orleans lakefront (LPV 103, from Orleans Avenue Canal to London Avenue Canal). St. Paul District is also involved in the design and construction of other major features of the HSDRRS, such as the IHNC closure gate and West Bank Fronting Protection, and in the preparation of design standards for use throughout the HSDRRS.

Authority

The Lake Pontchartrain and Vicinity Hurricane Protection Project was authorized by the Flood Control Act of 1965 and the Water Resources Development Acts of 1974, 1986, 1990, and 1992.
