Location/Description
|
The St. Paul Downtown Airport (Holman Field) is located on the Mississippi River across from downtown St. Paul, Minn. Mississippi River high water has closed the airport five times since 1965. The spring 2001 flood closed the airport for 78 days.
The Metropolitan Airports Commission is preparing a feasibility report for flood damage reduction measures at the airport and had planned to submit the report for review and possible approval by the Corps of Engineers. Their intent was to submit the report in accordance with provisions included in Section 211 of the Water Resources Development Act of 1966. Section 211 provides authority for non-federal sponsors to undertake the design and construction of federally-authorized flood control projects without federal funding and to be eligible to be reimbursed an amount equal to the estimate of the federal share of the design and construction cost of the project. The MAC is proceeding with design and construction of the project with local and Federal Aviation Administration funding support.

Status
|
The non-federal sponsor must provide funds for activities undertaken by the Corps' St. Paul District that are necessary for the successful completion of a Section 211 project review. The airport commission asked the Corps to assist in development of its report and provided the Corps with funding for that work. The airport commission is no longer pursuing authorization and funding through the Section 211 authority and is no longer working on a report to submit to the Corps.

Authority
|
Section 211 of the Water Resources Development Act of 1996 (Public Law 104-303) provides authority for non-federal sponsors to undertake the design and construction of federally-authorized flood control projects without federal funding and to be eligible to be reimbursed an amount equal to the estimate of the federal share of the design and construction cost of the project.
It is Corps' policy that reimbursement for construction of any authorized flood control project undertaken by a non-federal sponsor pursuant to Section 211 is contingent on approval by the Assistant Secretary of the Army for Civil Works.
Only projects or separable elements of projects that have been specifically authorized by Congress will be considered eligible for reimbursement under Section 211.
