Kinnickinnic River Aquatic Ecosystem Restoration
Location/Description
|
The project is located on the South Fork of the Kinnickinnic River, a tributary to the St. Croix River, near River Falls, Wisconsin. The Kinnickinnic River is a coldwater stream that provides habitat for fish and riparian terrestrial resources. The river is a valuable natural resource to western Wisconsin, providing important ecological and social values for the region.
Major environmental issues associated with the project area include streambank erosion and sedimentation. Urban development in the city of River Falls also has increased storm water discharge to the river, reducing water quality and affecting biota.

Alternatives to address degraded conditions will be fully formulated later in the project. However, possible features could include various forms of streambank stabilization, as well as the use of rock and woody debris for in-stream habitat improvement. Wetland enhancement and other features also could be considered to address water quality issues associated with storm water discharge or elsewhere as appropriate. The project will strive to use simple, low-cost alternatives to restore the project site without the need for extensive construction or future operation and maintenance.
The Kinnickinnic River Land Trust has pursued sponsorship of this project. However, this project has the potential to involve a number of agencies, some of which may be able to participate to some degree as cosponsors. Possible participating entities could include the Wisconsin Department of Natural Resources, the city of River Falls, the University of Wisconsin-River Falls, and other nongovernmental organizations.

Status
|
Federal funding is not available at this time to initiate and complete the Federal interest determination. The project is on hold until such funds are available.
The St. Paul District will prepare a Federal interest determination (replaces the old preliminary restoration plan) that will evaluate the benefits of environmental improvements within the project site. This determination will be prepared as Section 206 funds become available. The determination will then be submitted to the Corps of Engineers’ Mississippi Valley Division for review and approval. Once the determination has been approved, the project delivery team will continue planning with the non-Federal sponsor and key stakeholders to identify local funding sources and final design features.

Fiscal
|
The Federal interest determination is prepared at full Federal expense. All remaining costs for planning, design, and construction are cost shared at 65 percent Federal and 35 percent non-Federal if the project is approved and proceeds to construction.
