St. Croix Watershed Reconnaissance Study
Location/Description
|
The St. Croix River in eastern Minnesota and western Wisconsin is considered one of the most pristine rivers in the Midwest. The National Park Service manages it as a National Wild and Scenic River. The St. Croix River provides valuable habitat and is home for one of two remaining populations of the federally endangered mussel, winged mapleleaf (Quadrula fragosa). It also has a large population of another endangered mussel, Higgins’ eye (Lampsilis higginsii). Unfortunately, the ecological well-being of the St. Croix River basin is threatened by many human-caused stresses, including habitat degradation, pollution, and invasive species.
In addition to this study, the Corps is involved with activities on the St. Croix River as a result of an Endangered Species Act consultation. These multiple efforts should be considered together to provide an integrated approach to water resource management.

This study focuses on comprehensive water resource management with an emphasis on habitat restoration or protection, management of invasive species, recovery of winged mapleleaf, and other environmental problems and opportunities in the tributary watersheds and the main stem of the St. Croix River. The study identifies Federal interest in proceeding with coordinated solutions that would protect and restore habitat, contribute to the recovery of winged mapleleaf, reduce erosion and sedimentation, and maintain or improve water quality.

Status
|
The reconnaissance study was initiated in fiscal year 2005 and was completed in fiscal year 2007. Multiple feasibility studies were recommended, including:
St. Croix Basin Watershed Study (MN & WI)
Snake River subbasin study (MN)
Sunrise River subbasin study (MN)
St. Croix Headwaters subbasin study (WI)
Apple River subbasin study (WI)
Willow River subbasin study (WI)
Kinnickinnic River subbasin study (WI)
Cross Lake Dam fish passage project (MN)
The Corps has developed project management plans and executed feasibility cost share agreements for two of these efforts (St. Croix Headwaters and Sunrise River). These two studies were initiated in fall 2007. However, Federal funding is needed to continue these feasibility studies and to initiate remaining feasibility studies.

Authority
|
The study is authorized by Resolution of the House Committee on Transportation and Infrastructure of the U.S. House of Representatives dated September 25, 2002. The proposed planning effort will complement the outputs from other Federal, State, and local initiatives and will be a cooperative effort with local interests, non-Government organizations, and other State and Federal agencies.
