Location/Description
|
The city of St. Croix Falls, Wisconsin, is in west-central Polk County on the western border of Wisconsin immediately adjacent to the St. Croix National Scenic Riverway, a designated National Wild and Scenic River.

Background
|
In 2004, the city reported that it was experiencing rapid population growth as a result of its proximity to the Minneapolis-St. Paul, Minnesota, metropolitan area. As a result of the rapid growth and the aging of its present 50-year-old wastewater treatment facility, the city needed to update or replace its present wastewater treatment plant. The existing treatment plant employs a trickling filter technology with anaerobic digestion of sludge. Without upgrading or replacement, it is incapable of providing the treatment needed to meet both existing and future Wisconsin Pollutant Discharge Elimination System permit requirements.

Status
|
A design agreement was signed between the Corps and the city of St. Croix Falls on July 19, 2005. A contract to complete a facility plan and plans and specifications for a new treatment plant was awarded to Ayres Associates on September 21, 2005. The city council unanimously approved a draft facility plan on April 24, 2006, and authorized its submittal to the Wisconsin Department of Natural Resources. A public hearing was held on the plan on June 12, 2006, after which the city council again voted unanimously to approve the facility plan. During its August 28, 2006, meeting, the city council voted to hire an independent engineering firm to investigate remodeling the existing plant. The Corps informed the city that it could not financially participate if the city took this action and also cautioned that a future Corps contract with this firm may not be possible under the Federal Acquisition Act. The city went forward and its independent contractor completed an amendment to the draft facility plan for reuse of the existing plant and submitted it to the Department of Natural Resources on June 30, 2008. A public hearing for the revised plan was held on July 28, 2008, after which the city council voted unanimously to pursue the amended plan. The Corps is reviewing the technical aspects of the City’s amended facility plan.

The project received $350,000 in the Emergency Appropriations Act of 2005. The city provided sponsor funds in the amount of $108,000. In fiscal year 2008 $443,000 was appropriated and the city provided sponsor funds in the amount of $147,700.
