Location/Description
|
Part of the Corps of Engineers' Environmental Management Program, the site is an open, lake like reach of Pool 8 on the Wisconsin and Minnesota sides of the Mississippi River near Stoddard, Wisconsin. The site lies within the Upper Mississippi River National Wildlife and Fish Refuge. Many of the islands in Pool 8 have eroded or disappeared, which has increased wind fetch and associated turbidity in the backwater areas, resulting in a loss of valuable aquatic plant beds that migrating canvasback ducks use for food.
The proposed project will construct 17 new islands in Pool 8 to reduce wave action and associated turbidity in the backwater areas. The islands will be constructed with dredged material and protected with riprap and vegetation to prevent erosion. Construction of the islands will protect existing habitat and provide conditions necessary for the reestablishment of aquatic plant beds and deepwater habitat, benefiting a wide spectrum of fish and wildlife in the 3,000-acre area.

Status
|
A construction contract for Stage 2B (four West Islands) was awarded in August 2007, and construction began in spring 2008. Contract options for building two of the North Islands were awarded in February 2008. Plans and specifications are being prepared for construction of Stages 3A and 3B (Central Islands), following completion of Stage 2B. Construction of Stage 2A (four seed islands and one North Island) began in July 2007 and was completed in summer 2008. Construction of Stage 1 (East Islands) was initiated and completed in 2006. General design for phase III was completed in 2002. This project phase is the third of five proposed phases of island construction in lower Pool 8 for habitat restoration. The first two phases were completed in 1993 and 1999.

Authority
|
The Pool 8 Islands Phase III Habitat Project was planned under the authority of the Upper Mississippi River System - Environmental Management Program. This program was authorized by Section 1103 of the Water Resources Development Act of 1986 and reauthorized by the Water Resources Development Act of 1999.
The project is being designed and constructed as part of a cooperative effort of the Corps of Engineers, the U.S. Fish and Wildlife Service, the Wisconsin and Minnesota Departments of Natural Resources, and local interests.

Fiscal
|
Project design and construction costs are 100-percent Federal because the project is on lands managed as a national wildlife refuge. Operation and maintenance costs are 100-percent Federal (a responsibility of the U.S. Fish and Wildlife Service).
