Location/Description
|
The 1,653-square-mile Wild Rice River subbasin is a tributary of the Red River of the North in northwestern Minnesota. In the early 1950s, 15.5 miles of the lower Wild Rice River was widened, deepened, and straightened under the authority of the Flood Control Act approved June 30, 1948.
The project decreased channel length, increased channel grade, increased channel conveyance and reduced flood profiles. The steepening of the channel profile induced headcutting, downcutting and channel instability. Within and upstream of the upper reaches of the project, the channel has downcut in excess of 5 feet in places.

Channel instability upstream of the channelization project is causing major bank erosion that generates huge quantities of sediment that washes into the river and loss of riparian forest. That sediment has caused the lower reaches of the project to aggrade in excess of 5 feet, and the fallen trees produce major logjams at bridges during floods and exacerbate bank erosion when they lodge downstream. The net effect has been to cause severe environmental damage and to prevent the 1950s project from meeting its intended flood damage reduction goals.

Status
|
By letter and resolution dated May 4, 2001, the Wild Rice Watershed District requested the Corps of Engineers determine the feasibility of an aquatic ecosystem restoration project that would also restore the 1950s project's flood damage reduction goals.
The proposed project includes channel restoration and setback levees. The watershed district will serve as the non-federal sponsor for this project. In December 2003, the St. Paul District submitted a preliminary restoration plan to the Corps of Engineers' Mississippi Valley Division for review and authorization to proceed with a more detailed Ecosystem Restoration Plan/Environmental Assessment.
Unavailability of federal study funds is delaying further progress. The proposed plan is supported by federal and state agencies, local interests, environmental organizations and other stakeholders.

The preliminary restoration project was 100-percent federally funded. The estimated total cost for the plan is $6,298,300. The 25-percent non-federal cost share will include real estate requirements; e.g., lands, easements, rights-of-way, relocations and disposal sites.
