Job Summary:
Incumbent performs various computer and network-related tasks to include installation, configuration, general maintenance, and troubleshooting performance issues of all components of the local area network.  Incumbent will provide technical support and guidance, as well as basic computer training to Sergeant at Arms staff.

Duties:
1. Installs, configures and supports local area network.
2. Maintains computer system user accounts and computer system security through assigned rights and permissions based on user job responsibilities.
3. Analyzes and resolves general network, personal computer, and peripheral equipment problems.
4. Provides basic computer training and assistance to staff of the Sergeant at Arms.  When additional training (through House Information Resources or an outside vendor) is warranted, incumbent will provide contacts and, if necessary, arrange the training.
5. Administers  and troubleshoots the badging system database and the associated personal computers, printers, and software.
6. Assists with the maintenance of the House Garages and Parking Security office computer database (POPS).  This includes troubleshooting basic problems within the database, including performance and connectivity  and assisting the vendor support when necessary.
7. Maintains the office equipment inventory for all departments under the jurisdiction of the Sergeant at Arms.
8. Maintains the network disaster recovery plan.
9. Performs other duties as assigned.

Qualifications:
Demonstrated computer experience with application software (MS Word, Excel and Access, WordPerfect, etc.) required.  Must be able to design and produce query-based reports from Access databases.  Must possess familiarity with Windows NT software and fileserver operations.


Knowledge of policies and procedures of the House of Representatives helpful.  Excellent written and oral communication skills required.  Must be tactful and courteous in dealings with Members of Congress, their staff, and the general public.  College degree and/or industry certifications (i.e. CompTia A+, MCP, MCSA) preferred.  Available to work long hours as necessary.  Will be required to undergo a criminal background investigation and successfully obtain a Top Secret security clearance.

Essential/Primary Responsibilities:

2. Must appropriately assist in ensuring quality and continuity of care in the classroom at all times. Must immediately raise/bring to senior staff or management’s attention any relevant information or issues concerning or related to children and/or parents.
3. Inform senior staff and/or management of unusual problems and unanticipated constraints of resource requirements in a timely manner. Monitor usage and inventory levels of all supplies and materials, and advise senior staff and/or Office Manager of related needs and issues.
4. As requested, provide feedback and input on planning issues and the day-to-day functions and responsibilities controlled by, assigned to, or associated with the House Child Care Center. As able, provide recommendations for improvements and modifications to ensure responsiveness to changing requirements.
5. Participate in special limited term projects and initiatives as required. Participate in after action reviews and provide feedback as appropriate.
6. Develop and maintain familiarity and compliance with, and established standards for all applicable legal requirements, House Rules, Committee and CAO polices and procedures, as well as specific House Child Care Center practices and procedures. These include, but are not limited to: The Personnel Policies and Procedures for the Officers and Inspector General, as well as the supplemental policies and procedures thereof; CAO Work Schedule Policies; and National Association for the Education of Young Children (NAEYC) standards.
7. Maintain and seek to enhance customer service standards. Ensure that core responsibilities are properly completed in a timely manner. As required, participate in the strategic planning process to include conducting ongoing employee education initiatives.
8. Perform data entry, manipulate, and/or retrieve information and data from automated systems as required. Perform miscellaneous clerical and administrative support as needed.

Experience and/or Education Required:
Experience in an early childhood setting and a strong emphasis on customer service preferred. Working knowledge of and experience using various automated office systems and software programs. Job Summary:
The incumbent serves as a Broadcast Engineering/Production Specialist and is responsible for both technical engineering and production operations to include but not limited to the maintenance of equipment used in radio and television programming/broadcasting as well as the operation of audio/video production equipment as required of the House Recording Studio.

Experience and/or Education Required:

Job Summary:
Incumbent serves as a Senior Procurement Specialist for Procurement Management and is responsible for providing professional advice and assistance to procurement specialists and others in the procurement of goods and services for the Office of the Chief Administrative Officer and the U.S. House of Representatives. Responsibilities also include contract formation and award, contract administration and closure, priority acquisitions, serving as a focal point on procurement matters for designated program offices, and assigned acquisition related projects. Essential/Primary Responsibilities:
1. For such program offices as may be designated by the Assistant CAO of Administrative & Financial Services or the Procurement Director, serve as primary point of contact on acquisition matters and issues, and assist with procurement planning.
2. Provide advice and assistance to the Procurement Specialists of Procurement Management in the performance of their duties, to include reviewing work products, as required, and the provision of senior level support on priority acquisition items.
3. Take the lead on particular acquisition projects, as assigned by the Assistant CAO of Administrative & Financial Services or the Procurement Director.
4. Participate in contract formation including development of Requests for Proposals, Invitations for Bids, and Requests for Quotations. Actions include developing recommended strategies and timelines for conducting acquisitions, reviewing Statements of Work, conducting pre-proposal conferences, and coordinating evaluations.
5. Ensure compliance of acquisitions with the Guidelines for Procurement of Goods and Services for the U.S. House of Representatives, the Guidelines for the Purchase of Equipment, Software and Related Services by Offices of the U.S. House of Representatives, and such other guidance and direction as may be issued from time to time by the Chief Administrative Officer, Assistant CAO of Administrative & Financial Services or the Procurement Director, and/or the Committee on House Administration (CHA).
6. Serve as Contract Administrator on designated contracts and as liaison to the corresponding Contracting Officer’s Representatives. Monitor contracts for proper administration and compliance, and ensure that information and documentation in the Procurement Tracking System and the Official Contract Files are complete, accurate and up-to-date.
7. Function as a resource person for the Procurement Specialists, other Procurement Management staff, program officials, the CAO and CHA on procurement and purchasing matters.
8. Act as a Contracting Officer for purchase orders, up to delegated authority.
9. Respond to and implement external audit recommendations, as assigned, and assist in the performance of internal procurement management audits.
10. Assist in drafting and updating policies, procedures, manuals, and other pertinent acquisition documents, as required.
11. Participate in designing and implementing proposed improvements to procurement, purchasing, and contract administration functions and processes, in support of the CAO Vision and Goals.

Job Summary:
Incumbent serves as a Management Advisory Assistant Director responsible for assisting the Director, Management Advisory Services, in the management and direction of all in-house and contract reviews in evaluating, streamlining, and improving the U.S. House of Representatives (House) practices and in providing best practices guidance during House system development activities.  Experience with PeopleSoft (or similar Enterprise Resource Planning package), TeamMate, business process improvement methodologies, and/or system development life cycle projects is preferred.

Major Duties:
1. Assists in the direction and control of all management advisories designed to (i) evaluate the effectiveness of system development and project management practices, (ii) identify and recommend business process improvements by applying lean management principles, six-sigma concepts and other process improvement methodologies, and (iii) advise management on meeting its objectives using a risk-based approach.
2. Supervises concurrent reviews of multiple U.S. House of Representatives entities and sub-entities.
3. Manages advisories through the development of the advisory programs, assignment of resources, completion of field work, and preparation of draft reports.
4. Performs risk assessments of House activities, prioritizes the results, and writes briefing documents for annual planning purposes.
5. Coordinates the timely resolution of all management advisory recommendations with appropriate U.S. House of Representatives management personnel.
6. Proposes short- and long-range management advisory plans and priorities for the OIG, initiates actions to improve review coverage, quality, effectiveness, and the usefulness of advisory reports.
7. Develops task orders, evaluates proposal bids, and manages contractor staff.

Requirements: 
Experience and knowledge of reviewing/auditing internal controls, management techniques, business process improvement methodologies, and supporting system development life cycle activities.  Must have skill in (i) establishing and maintaining effective working relationships with high ranking officials, and (ii) effective oral and written communications.  Additionally, must have a minimum of 24 semester hours of accounting (may include up to 6 semester hours in business law).  The auditor will make formal and informal presentations regarding the nature of the audit work to auditee management and other interested personnel.

Work Environment and Physical Demands:  The work is usually performed in an office environment.  Overnight travel is rare and limited to attending required training not offered locally.  The work is primarily sedentary.  There may be some walking in, to, and/or from House Office Buildings, or other buildings and facilities of the Capitol Complex.

Supervisory Controls:  Incumbent reports to the Director, Management Advisory Services.

Description:  
The Office of the Clerk, Publication Services is seeking an experienced user interface developer to assist with the design and development of the Clerk’s website and other multimedia projects.  The candidate responsibilities will include: creating user interface mock-ups, wireframes, create prototypes, design specifications and screen flows.   Candidate must also be able to transform concepts into front-end web designs and web-based multimedia applications.
This position requires the ability to work in a small workstation in an office environment without an expectation of privacy where noise levels are usually moderate.  Candidates must have a willingness to accept overtime on short notice. Experience: 
• 2-5 years experience as an interface designer or in a similar field; with a BA/BS in design, or equivalent preferred.

Incumbent provides administrative assistance to the Inspector General and Deputy Inspectors General of the U.S. House of Representatives.  In addition, the incumbent provides clerical, administrative, and financial management assistance to the Office of Inspector General (OIG).

Major Duties:
1) Acts as personal representative of the Inspector General in telephonic and face-to-face contacts with high ranking officials of organizations within and outside the U.S. House of Representatives.
2) Receives all visitors to the Office of Inspector General (OIG); schedules appointments for the Inspector General and Deputy Inspectors General; determines which appointments take precedence; and decides when appointments may be interrupted, cancelled, rescheduled, etc., without prior approval.  Receives and screens all incoming calls and answers non-technical questions or directs inquiries to the appropriate staff member and arranges adequate phone coverage during periods of intense activity or in his/her absence. 
3) Responsible for processing of all official paperwork/documents received in the OIG.  Prepares and reviews replies and other correspondence and action documents before passing them on to the Administrative Director, Deputy IGs, or IG for signature; primarily for sound public relations principles, intelligibility, reasonableness and compatibility with the Inspector General's personal viewpoints and general policy and precedents.  Distributes all correspondence and action documents in accordance with OIG policy.
4)  Assists the Administrative Director in report and memoranda editing and distribution.  Ensures proper audit report formats are adhered to, checks spelling and grammar, and distributes audit reports and official memoranda.
5) Independently performs research on a wide variety of subjects in order to provide the Inspector General with authoritative information and material which he/she utilizes in the preparation of correspondence, reports, policy documents, etc., and in connection with his/her participation in top level committees and conferences.  Data developed can entail contact and discussion with top echelon personnel in the U.S. House of Representatives, Federal agencies, etc.
6) Maintains administrative files and data banks (clippings, working files, audit report files, archival material, etc.), and develops and maintains mailing and telephone lists and labels for the Inspector General and Deputy Inspectors General, and audit staff.  Ensures all files are maintained in accordance with the OIG Policy and Procedures Manual.
7)  Tracks and maintains leave and time and attendance records for all OIG personnel.  Provides leave slips and monthly time and attendance records to employees, Directors, and the Deputy IGs and IG, as necessary, for approvals.  Registers personnel for training; enters and maintains training information on each individual in training database.  Provides quarterly training reports to the IG, Deputy IGs, and Directors.  Fills out personnel forms as necessary.
8) Maintains stock of office supplies, orders supplies and small equipment, and initiates procurement actions through Procurement Desktop, the House's electronic procurement program.  Creates vouchers electronically for payment on goods and services.
9) Assists the Administrative Director in budget formulation and execution.  Posts and tracks financial data on OIG budget spreadsheet, notifies Administrative Director of any financial discrepancies, and coordinates with appropriate House officials to reconcile any accounting discrepancies.  Assistant acts as a liaison with House suppliers and other OIG vendors for procurement actions, billing adjustments, and to schedule necessary equipment maintenance.

Requirements:  Skill in telephonic and face-to-face contact with high level officials.  Extensive experience in 1) managing one or more senior executives’ calendars, 2) the control, preparation, and review of incoming and outgoing correspondence and action documents, and 3) setting work priorities and establishing deadlines for actions.  Experience in implementing and streamlining office policies, procedures, and administrative practices.  Demonstrated ability in a variety of administrative functions (document management and disposition, data entry and report queries, researching policies and procedures, processing personnel paperwork, monitoring and ordering supplies) to include financial management aspects of the operations of an office (posting/tracking obligations and expenses, and budget formulation and execution).  Knowledge of, and experience with, various information and office systems, including word processing, spreadsheets, publications, and graphics applications (experience or training in PeopleSoft applications is desirable); and ADP equipment such as FAX machines, copiers, and scanners; and multi-line phone systems.

Work Environment and Physical Demands:  The work is usually performed in an office environment.    The work is primarily sedentary.  There may be some walking in, to, and/or from House Office Buildings, or other buildings and facilities of the Capitol Complex.

Supervisory Controls:  Incumbent reports to the Director of Administration.
