1 The "earning year" is the fiscal year in which the baselines were exceeded. The funds are generally awarded in the fiscal year following the "earning" year. Occasionally, the amount of funds available are less than the amount earned. In those circumstances, The funds are pro-rated over two more years. For additional information about the program, see Program Instruction 99-04, Program Instruction 04-03, Information Memorandum 04-04, Information Memorandum 05-01 and Public Law 108-145, The Adoption Promotion Act of 2003. 2 For the FY 2007 earning year, the amount of funds earned exceeded the amount of funds available to award in FY 2008. Therefore, approximately 84% of the total amount of funds earned in FY 2007 was awarded in FY 2008 (before October 1, 2008) and the remaining 16% will be awarded in FY 2009 (after September 30, 2008).
