Important Announcement for ALL Contractors

In response to Hurricane Katrina, the Corps of Engineers developed this website to facilitate the urgent distribution of information regarding resources required to respond to this disaster: http://www.lrl.usace.army.mil/DisasterEquip/

Effective 1 August 2005, the U.S. Army Corps' of Engineers, Buffalo District has implemented a new procedure for posting solicitation. The contracting office will no longer send copies (paper or CDs) of pre-solicitations, amendments, and solicitations to contractors.

Contractors will be required to register with FedTeds (www.fedteds.gov) to download all information pertaining to a specific solicitation. You will have to be registered through Central Contractor Registration (CCR) (www.ccr.gov) before you can register with FedTeds. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.

Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyperlink. Interested bidders should select the "Begin Vendor/Contractor Registration Process" option. The information listed below is required to register.
1. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN)
2. DUNS Number or CAGE Code
3. Telephone Number
4. E-Mail Address

The process to download information from FedTeds is;
1. Find solicitation announcement in Fed Biz Opps (www.fbo.gov).
2. Once you open the bid announcement on Fed Biz Opps, there will be a link to the Solicitation on FedTeds in the remarks section. Click on the link.
3. If you are a first time user you will have to register, if not log in and open the solicitation.
4. Once you have the solicitation open you can begin downloading the various files to your location.

CCR REGISTRATION
The department of defense has initiated a new Central Contractor Registration(CCR). We have begun using the centralized database to create our solicitation mailing lists; and will be unable to make awards to firms who are not registered. Firms that are not registered will be unable to receive DoD solicitations or payments from a DoD office. You may register your firm, free of charge by visiting the CCR website located here.

DUNS NUMBER
Before engaging in any business with the Department of Defense (DoD) make sure that your firm also has a DUNS Number. For more information visit the Dun & Bradstreet homepage.

ARMY SINGLE FACE to INDUSTRY (ASFI)
Pre-solicitation notices will no longer be mailed to prospective contractors. All new Pre-Solicitation Notices, Sources Sought Notices, Modifications of Previous Notices, Special Notices, and Award Notices will be posted to the CBD and FedBizOpps through the ASFI website. The web address for ASFI is: https://acquisition.army.mil/asfi/.

Online Representations and Certifications Application (ORCA)

ORCA (http://orca.bpn.gov) is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process.

  1. Procurements over $25,000: Advertisements are made using FedBizOpps: https://acquisition.army.mil/asfi/
  2. Acquisitions valued between $2500 and $100,000 are required (with few exceptions) to be solicited via the Federal Acquisition Computer Network (FACNET). FACNET information can be obtained by calling 800-334-3414. The Electronic Commerce Resource Centers provide free training and information on electronic commerce. Their web site is on the front and last page of this handout. The DoD Certified Value Added Network (VAN) List can be obtained at http://www.acq.osd.mil/. (Note: Due to the cost of subscribing to a VAN, it is highly recommended that the local Electronic Commerce Resource Center be contacted to determine the extent of FACNET use for solicitation of the types of goods or services your firm provides. Fiscal Year 05/06

The FedBizOpps domain name, "eps.gov", will be retired from FedBizOpps DNS service effective 1 October 2005. On that date the domain name, "fbo.gov", will become the primary FedBizOpps domain name for FedBizOpps buyer accounts, interfaces (ftp, email) and other related identifiers. From that date both " http://www.fbo.gov/ " and its alias, "http:\\www.fedbizopps.gov\ ", will remain in use as Internet addresses for connecting to the FedBizOpps website. As this transition progresses through the end of September, FBO may display either the "eps.gov" or "fbo.gov" domain name in servicing FBO user requests.

Effective Jan 05 contractors are required to complete Annual Representations and Certifications electronically. This can be completed by login on to the Online Representation and Certifications Application (ORCA) (http://orca.bpn.gov). These certifications must be updated annually.

Central Contractor Registration (CCR) Get your business/organization registered free with the Department of Defense's new contractor database. Required for all contractor's who wish to do business with the DOD.
CAGE Code The Commercial and Government Entity (CAGE) code is a five-character, vendor identification number administered by the Defense Logistics Information Service (DLIS) and used extensively within the DoD. Companies who have an address in the U.S. may submit their CCR registration without a CAGE code if they do not have one and a CAGE code will be assigned. Companies who do not have a U.S. address MUST include a CAGE code on their application and may contact DLIS to obtain information on how to obtain one. CCR will verify all submitted CAGE codes so make every effort to use a current CAGE code on your application. DLIS has placed a CAGE code search feature on the Internet. You can check your CAGE code yourself by following the link provided (to the left of this paragraph) or call DLIS at: (888) 352-9333.
Dun & Bradstreet (DUNS Number) Don't forget to register for a DUNS number if you don't already have one.  Without this number you will be unable to do business with the DOD.
FedBizOpps/ASFI FedBizOpps publishes information on all of the projects put out for bid by the Buffalo District.
FedTeds FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.
DOD Electronic Commerce The Secretary of Defense "Defense Reform Initiatives" established the Joint Electronic Commerce Program Office (JECPO) as a DoD focal point to accelerate the integration of electronic commerce techniques into DoD operations.
