CEC requests a response from Mexico to the Ex Hacienda El Hospital III Submission

Montreal, 2/10/2006 – On 28 September 2006, the Secretariat of the Commission for Environmental Cooperation (CEC) issued a determination requesting a response from Mexico to submission SEM-06-004 (Ex Hacienda El Hospital III), filed with the Secretariat on 22 September by Roberto Abe Almada (the Submitter). The Submitter asserts that Mexico is failing to effectively enforce its environmental law with respect to the operation, closure and dismantling of a paint pigment manufacturing plant operated by BASF Mexicana, S.A. de C.V. (BASF) in the community of Ex Hacienda El Hospital, Cuautla, in the state of Morelos.

Given the similarity between this submission and submission SEM-06-003 (Ex Hacienda El Hospital II), the Secretariat has decided to consolidate the two files.

Mexico has up to 60 days to provide its response. Thereafter, the Secretariat will review the submission in light of Mexico’s response to determine whether it warrants development of a factual record.
