SOLICITATION INFORMATION

Effective on February 16, 2006, the U.S. Army Corps of Engineers will begin utilizing a new system called Federal Technical Data Solutions (FedTeDS) for posting of all solicitations.   FedTeDS will replace the current Electronic Bid Solicitations (EBS) System.  FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.  All prospective vendors, including subcontractors and suppliers, will be required to register in FedTeDS before they will be allowed to download solicitation information.   The following steps are a guide to the registration process.  Please click on the FedTeDS link above to view more informaton.

PAYMENT PROCESSING
The Web Invoicing System (WInS) is an online invoicing system that provides Department of Defense vendors an electronic means of submitting invoices for payment. Phase I of WInS provides vendors the opportunity to enter invoices into an electronic online system rather than mailing invoices. Phase II of this system will enable vendors to monitor the status of their invoices. This process can be utilized for any contract or purchase order that directs the vendor to forward the invoice directly to Millington, TN for payment. 

Vendor registration for WInS can be accomplished through a DFAS website at: https://ecweb.dfas.mil. At the website, the vendor should click on a New Account to register. To establish an account in WInS, vendors must be registered with the Central Contractor Registration (CCR) database at http://www.ccr.gov. There is a help button that provides WInS startup and test procedures.


IMPORTANT NOTICE
The Department of Defense has mandated that paperless contracting be in place for all acquisition types. Therefore, vendors are encouraged to be capable of accepting Government Credit Cards, subscribe to Electronic Data Interchange (EDI), and the Internet to maximize business opportunities.
POINTS OF INTEREST
The Pittsburgh District attempts to solicit all requirements for commodities, services, and construction between the $2,500 and $100,000 range by computer through Electronic Data Interchange (EDI). For more information on EDI, prospective contractors are encouraged to access the DOD Electronic Commerce Office Homepage. Education, training and assistance on EDI matters can be obtained from the regional Electronic Commerce Resource Center located in Cleveland, Ohio.

All competitive requirements over $25,000 that are not deemed suitable for an EDI solicitation are published by the FedBizOpps (Federal Business Opportunities) . Each notice of a proposed procurement is published only once so it is important to check the FedBizOpps regularly.

EFT and CCR Requirements: All contractors/vendors doing business with Department of Defense (DoD) agencies must be registered with Central Contractor Registration (CCR). After May 30, 1998, firms not registered in CCR will be unable to receive DoD awards. To obtain registration forms, call the Central Contractor Registration Assistance Center at (888) 227-2423. Firms may also register on-line via the internet on the CCR Website. It is mandatory that all contracts contain provisions for Electronic Fund Transfer (EFT) with few exceptions.

Micro-purchases: To streamline the procurement process, the Pittsburgh District utilizes the Government Credit Card for micro-purchases (purchases of $2,500 and less). The card is an internationally accepted VISA credit card issued by US Bank System, and bears the legend "For Official Government Use".

ACRONYMS
DUNS - (Data Universal Numbering System): Numbering system provided by Dun and Bradstreet. Each contractor/vendor is required to have a DUNS number when registering with CCR and is required for agency contract reporting.

EDI - (Electronic Data Interchange): Computer based acquisition system for purchases of supplies and services having an estimated value of $2,500 - $100,000. Vendors must subscribe to an authorized VAN (Value Added Network) to receive Requests for Quotes and to be able to quote and receive award consideration.

EFT - (Electronic Funds Transfer): Method of payment wherein payment for goods and services are made directly to the vendor's bank rather than by check.

FAR - (Federal Acquisition Regulations): The acquisition regulations used by all federal agencies. Contains regulations and clauses that are in the contracts. Most agencies have FAR regulation supplements that can add to the FAR but may not conflict with it. The Corps of Engineers has the Defense Federal Acquisition Regulations Supplement (DFARS), Army Federal Acquisition Regulations Supplement (AFARS), and Engineer Federal Acquisition Supplement (EFARS) in addition to the FAR. This FAR, along with the various supplements guides and directs contracting procedures.

IDIQ - (Indefinite Delivery-Indefinite Quantity): Type of contract typically used for service contracts and Architect-Engineer (A-E) services. Usually, the award is for a base year and option years (up to four for supply and service and up to two for A-E).

IFB - (Invitation for Bid): Solicitation for sealed bid acquisitions where price is the primary basis for award selection, provided the low bidder is determined to be responsive, responsible and reasonable. A public bid opening is held on the date and time bids are due.

NAICS - (North American Industry Classification System): The North American Industry Classification System has replaced the U.S. Standard Industrial Classification (SIC) system.

RFP - (Request for Proposal): Solicitation for negotiated acquisitions where discussions may be necessary and selection is based on other factors, such as technical capability and past performance, in addition to price. Offers are kept confidential after the due date.

RFQ - (Request for Quote): Solicitations to contractors/vendors for most requirements estimated to be less than $100,000.

TIN - (Tax Identification Number): Number required for award purposes. (Note: For individuals, it is their social security number).
