SMALL
BUSINESS MISSION STATEMENT OF THE PITTSBURGH DISTRICT
The Pittsburgh District fully supports all Federal programs
established for the benefit of Small, Small Disadvantaged
Business (SDBs) and Small Women Owned Business, HUBZone,
and Veteran Disabled Businesses. We are proactive in ensuring
that these businesses receive a fair share of the contracts
this District awards annually. Additionally, we require our
large business contractors to provide meaningful subcontract
opportunities to aforesaid businesses through the inclusion
of a "Small Business Subcontracting Plan" requirement
in our prime contracts awarded to large business. As a measure
of success we have exceeded our goals for contract awards
to Small, Small Disadvantaged Businesses and Small Women Owned
Small Businesses for the past several years.
The
Pittsburgh District reaches out to Small Business Firms thru
the following efforts:
- Attendance
and support of local small business trade shows and conferences
- Counseling
Small Business firms by phone and in the District SADBU
office
- Providing
informational handouts, pamphlets and brochures on doing
business with the Pittsburgh District
Small
Businesses, to enhance contracting opportunities, are advised
to be capable of doing business in the paperless contracting
environment. Participating in the following Government initiatives
may enhance opportunities:
- Government
credit card for purchases estimated under $2,500
- Internet
and the Commerce Business Daily for purchases estimated
over $100,000 and Architect-Engineer services. FedBizOpps
In addition,
Small Businesses are encouraged to utilize the many business
development services and programs of the U.S.
Small Business Administration (SBA). Of special importance
to Small Disadvantaged Businesses (SDBs), as of January
1, 1999, there is a requirement that SDBs be certified
by the SBA to receive the benefits of SDB programs. In addition,
Large Businesses, to receive credit for SDBs on subcontracting
plans, must use SBA certified SDB firms. The SBA automatically
certifies 8(a) firms as SDBs
