QUICK is an electronic application that allows caseworkers to view interstate case information in real time. This will allow caseworkers to view 34 different case activities underway or completed by another State.

The purpose of the guide is to encourage states to improve case management productivity and efficiency through the use of Electronic Document Management (EDM) technologies. This is a DCL announcing a OCSE systems meeting in Chicago, Illinois on August 26-27, 2004 and inviting the IV-D Directors of each State and Territory to send staff to attend. OCSE will pay the travel/lodging for one state systems staff per state.

DCL-04-22, Release of Automated Systems For Child Support Enforcement: A Guide For Automating Case Closure

This DCL conveys the “Guide for Automating Case Closure”, intended to help states increase the efficiency and accuracy of case closure in their Child Support Enforcement systems. The Guide contains case closure requirements, flowcharts, templates, case studies and discussions. Case closure automation can states reduce case closure errors, ensure actions are taken in a timely manner and uniformly across cases, reduce or eliminate backlogs so states can concentrate on cases requiring worker determination, and reduce data management demands by eliminating duplicate and outdated cases.

DCL-04-20, Department of Health and Human Services Electronic Communication Pilot Demonstration

The Office of Child Support Enforcement has been selected to take a lead role in support of the Department of Health and Human Services' activities to build electronic technology systems to communicate with states on a secure, electronic basis, including a pilot exploration of digital signatures. The pilot project will use the approach known as Public Key Infrastructure (PKI). PKI uses a combination of technology, policies, and procedures to provide confidentiality, integrity, and authentication for electronic communications. Through the use of digital signatures and encryption, PKI provides a high degree of security in information exchange.

The Federal Parent Locator Service (FPLS) annually requires all states to submit certifications of compliance with safeguard and security requirements relating to locate information received from the FPLS (i.e., Federal Case Registry or the legacy FPLS). Managers of local offices with direct access to the FPLS are equally responsible for safeguarding and securing these data; therefore, annual certifications are required from IV-D Directors

In August 2003, the Federal Office of Child Support Enforcement (OCSE) will implement FPLS Release 03-01. This release introduces enhancements to the Federal Case Registry (FCR), the National Directory of New Hires (NDNH), the Child Support Enforcement Network (CSENet) and the Federal Offset system.

Over the past year, the National Center for State Courts (NCSC) and the Federal Office of Child Support Enforcement (OCSE) have worked together to explore automating the exchange of information between state and local Child Support Enforcement (CSE) agencies and courts. The projecte, funded by OCSE through a State Improvement Project (SIP) grant verified the feasibility of creating extensible Markup Language (XML) standards to exchange data.

Over the past couple of months the Federal Office of Child Support Enforcement (OCSE) has been preparing states for new system changes included in FPLS Release 02-02 that will be implemented on November 15, 2002. As part of the release process, states were invited to participate in conference calls in July and August 2002 to discuss the release manifest and record specifications.
